For these components, which are considered to be most harmful, a
removal duty at the owner's expense can exist.
Note: the dwellings contain few asbestos containing flockings, pipe
laggings, or suspended ceilings; besides the legislator implicitly
recognized that the houses did not contain any, since it excluded them
from the field of application.
